Guide to the Development Needs of Youth in Irbid Governorate 2023–2024

Prepared by We Rise Center for Sustainable Development, this guide provides an evidence-informed reference grounded in the priorities and lived needs of young people in Irbid Governorate. It translates youth perspectives into a clear development priorities map that government institutions, elected councils, civil society organizations, and development partners can use to inform policies, programmes, projects, and resource allocation. The guide draws on an online survey completed by more than 1,000 young people and focus group discussions involving 80 civil society activists. It covers nine key sectors: infrastructure, health, school education, higher education, employment and investment, agriculture and the environment, youth, tourism and archaeology, and information and communication technology. For each sector, it identifies practical priorities for addressing development gaps and strengthening young people’s participation in economic, social, and public life.
